Captain Frank X. Balles
Biography
Frank Balles resides in Egg Harbor Township with his wife Cyndi, and has two children Michael (22) and Kerri-Lynn (21). He is a life-long resident of Atlantic County who was raised in Egg Harbor Township. He is a 1980 graduate of Absegami High School.
Frank’s law enforcement career began with the Pleasantville Police Department during the summer of 1984 as an Auxiliary Police Officer. In 1986 Frank was hired as a Police Officer. He was assigned to the Traffic Safety Unit as a Motor Cycle Officer. In 1992 Frank was promoted to Sergeant in the Traffic Safety Unit. His responsibilities also included supervising a squad in the patrol division. After three years Frank was promoted to Lieutenant and assigned as a watch commander of a squad in the patrol division. During this time he served as the Coordinator of Traffic Safety, Court Liaison, Grants Manager, and Staff Services. After eight years in this capacity Frank was promoted to Captain and assigned as the Patrol Division Commander. At the present time Frank is assigned as the Administrative Captain and serves as the acting Chief of Police when needed. Frank is an instructor at the Atlantic County Police Academy instructing both recruits and full time police officers. Frank is the former Team Leader for the County Emergency Response Team as well as Pleasantville’s Emergency Response Team.
Frank has received numerous awards from the Mainland P.B.A., the Chief of Police and the City of Pleasantville that included The National Division of Highway Traffic Safety sanctioned award that The National Black Mayors Association presented to the City for a traffic safety program.
Frank’s certifications include NJ Certified Public Manager (Level I, II, III), West Point Command and Leadership Program, Internal Affairs Procedures, Grants Management Training, Accident Analysis, Cultural Diversity, and Human Resources Management Training for the Law Enforcement Executive. During his 22-year law enforcement career Frank has completed over 35 police related schools, and many supervisory schools and seminars.
Frank has written and the City of Pleasantville has received over 3 Million dollars in grant funding, this has enabled the police department obtain equipment and manpower that it would otherwise had do without.
Frank has held many volunteer positions that include Pleasantville P.A.L., Pleasant Woods Sports Association in Egg Harbor Township, Cape Atlantic Tigers AAU, and Moss Mill Hollow HOA in Galloway Township.
Frank and his wife Cyndi have owned and operated Atlantic City Sub Shops in the English Creek Shopping Center for the last ten years.
